Procurement Manager

Job Description
- Ensure Procurement team performance is best-in-class and continually improves, while culturing an environment of mutual respect and uncompromising integrity. This includes maintaining the pulse of the team to ensure positive morale and supporting the desired career paths of subordinates as appropriate.
- Manage the procurement of parts, components, raw materials, subassemblies, supplies, capital equipment and services to ensure business and program schedules support on-time delivery with quality products.
- Development and maintain procurement policy and procedures. This includes establishing, tracking, and reporting Key Performance Indicators (KPIs) to understand and communicate the performance of the team, and then drive continuous improvement. This also includes policies that ensure uncompromising integrity when engaging the supply base.
- Prepare and conduct regular employee performance reviews and supplier reviews. This includes setting meaningful milestones and frequent engagement between formal reviews to ensure continuous improvement.
- Maintain proactive and effective cross-functional communication and collaboration.
- Oversee the Procurement team's CPSR compliance documentation and ensure the Procurement team's daily procurement practices are complaint.
- Ensure the appropriate form, use, and maintenance of RFPs, RFQs, LTAs, and other key agreements.
- Directs appropriate vendor selection and management with a view to minimize purchasing costs without compromising quality or assurance of supply.
- Manage escalations and resolution of internal and external issues or problems.
- Monitor and coordinates suppliers to schedule or expedite deliveries to ensure resolution of problems such as shortages and missed or late deliveries.
- Oversee supplier relationships and ensure supplier performance.
- Ensures product is delivered on time, meets quality standards, and at the best value.
- Oversee vendor selection, delivery assurance, and material cost estimating functions.
- Activities as needed to support the broader supply chain organization.
Job Requirements
- B.A. or B.S. and 5 years of people management experience (at least 2 years should be in Aerospace/Defense); OR 10 years of people management experience (at least 4 years should be in Aerospace/Defense).
- 3 Years of SAP experience; OR 2 years as a Super-User
- Very strong negotiations experience, including demonstrated success with cost reduction. Strong contracts knowledge.
- Very strong analytical skills, including especially cost and price analysis techniques and the ability to identify key trends.
- Strong Excel and PowerPoint experience, and the ability to clearly communicate to senior leadership using these tools.
- Strong experience with sourcing, supplier management and continuous improvement, RFPs and RFQs, and problem-solving.
- Experienced with Defense Contract Management Agency ('DCMA') requirements, FAR/DFAR, and best practices for implementation and compliance within a procurement organization.
- Excellent written and verbal communication skills.
- Willingness to travel up to 20% to domestic suppliers.
