Engineering Program Planner

Job Description

SCOPE

This is an exciting new position created to support a portfolio of Engineering and R&D programs currently in the development phase. You will be responsible for developing and maintaining the Integrated Master Schedules across the portfolio, as well as the integration of subcontractor and supplier schedules. Coordinating with the Technical Program Managers, you will support resource planning and program analysis, to shape the schedule to successfully complete program milestones. Additional analysis includes schedule risk assessments, critical path analysis, logic evaluation and variance analysis of the portfolio. This role includes setting a program cadence for status reviews of the schedule, gathering inputs from multiple internal and external stakeholders and functions (engineering, supply chain, finance, quality etc.) to measure progress, forecast updates, and schedule metrics that you will partner with program leadership.
 
 
Tasks would include
  1. Interpret contract requirements and objectives to create a thorough IMS that is executable and meets customer, quality and contract requirements
  2. Gather individual program steps, durations, dependencies, and other details from appropriate program stakeholders to assemble into cohesive IMS that maps development programs from contract award to production handoff
  3. Provide recommendations and support to Technical Program Managers by employing best practices to ensure timely and accurate status/forecasting of work
  4. Analyze program critical paths and facilitate root cause assessments to baseline execution variances
  5. Recommend actions to program management based upon program metrics, trends and variances
  6. Evaluate schedules for IMS quality according to DCMA requirements and suggest improvements to processes
  7. Independently perform as program IMS lead in program reviews and meetings
  8. Support program risk/opportunity analysis as it relates to the IMS
  9. Lead the development and delivery of Schedule Risk Assessments and IMS baselines across functional areas
  10. Actively communicate schedule dependencies, risks and mitigation plans to internal and external customers; Be able to clearly explain the IMS assumptions and dependencies to leadership
  11. Develop master phasing schedules for executive review
  12. Support proposal planning and development
  13. Ad hoc analysis and what-if scenario planning

Job Requirements

 SKILLS / REQUIREMENTS
 
  1. A Bachelors Degree Finance, Business, Management or Engineering or equivalent experience and minimum 5 years relevant experience in program planning or program management
  2. Advanced knowledge of MS Project and experience developing integrated, resource-loaded master schedules across a portfolio of programs
  3. Critical thinker who can offer recommendations for different ways to view program performance and execution to facilitate decision making
  4. Demonstrated proficiency in schedule analysis. Experience analyzing for IMS quality (DCMA IMS requirements) and ability to produce valid critical paths, applying root cause analysis to variance recovery.
  5. Knowledge in the application of integrated cost/schedule methods
  6. Strong communication skills
  7. Proficiency in MS Office Programs (PowerPoint, Excel, Word)
  8. Strong creative problem-solving, collaboration, critical thinking, and time management skills
  9. Organized and self-motivated with excellent verbal/written communication and interpersonal skills
  10. Ability to efficiently and effectively manage multiple priorities while meeting program deadlines
  11. US Citizenship
 
 
This candidate for position must meet export control and other special program access compliance requirements.  All applicants must be U.S. citizens, with no secondary (dual) citizenship permissible.

Salary: $90K - $150K DOE
