Position Summary:

We are seeking a detail-oriented and analytical Construction Cost Analyst to support cost estimation and financial review efforts for construction and capital improvement projects. This role plays a critical part in ensuring fiscal accountability, transparency, and alignment with prevailing market trends in public works and infrastructure development.

Key Responsibilities:

• Maintain and update prevailing wage tables based on current market conditions and labor trends
• Research and compile construction material cost data and pricing indexes
• Support cost estimators by performing comparative analyses of construction cost estimates
• Assist in reviewing contractor claims and cost proposals to ensure compliance and accountability
• Analyze life cycle costs of construction projects to assess long-term value and performance
• Conduct cost-benefit analyses to support project decision-making
• Participate in the review and comparison of construction bids and related costs
• Monitor changes in material, supply, and service costs through ongoing market research
• Prepare reports and research briefs on construction cost trends and forecasting
• Contribute to special studies, presentations, and stakeholder briefings as needed
• Perform additional duties as assigned

Minimum Qualifications

• 3+ years of full-time, professional experience in cost estimating and data analysis
• 2+ years of relevant experience within a public agency or governmental setting
• Proven experience developing and managing cost databases or cost-tracking systems

Education:

• Bachelor's degree from an accredited college or university in Engineering, Construction Management, or a closely related field or in lieu of a degree, candidates must possess 8 years of relevant professional experience

Knowledge, Skills, and Abilities:

• Strong knowledge of research methodologies, construction market analysis, and statistical tools
• Proficiency in analyzing construction cost data and presenting findings through graphs, reports, and presentations
• Ability to evaluate discrepancies between cost estimates and contractor proposals with attention to detail
• Self-starter capable of working independently with minimal supervision
• Exceptional research, data interpretation, and problem-solving skills
